Did the Skylark fly again?

The Skylark was a famous Rumanian station noted for it's Gypsy Violin signature tune. It closed down sometime after the revolution in 1989. However, on a cold winter's evening in January 2003, I was tuning around the 25 metre band and could swear I heard the old tune coming out of the speakers on 11790 kHz. I grabbed my camera and filmed the radio as evidence.

 I consulted the 2003 edition of Passport to Worldband Radio which showed that there were only a  few stations allocated to that frequency, including a jammed Chinese station. You can hear the car horn type jammer in the video clip as well as the famous Skylark. 

However WRTH 2003 showed that Radio Romania Intl also uses this frequency, so it was more likely not the famous station's return , but a rather more mundane explanation instead. But was it ? ;-)
